NYC, where I pay taxes, just paid out over $5 million for a wrongful death suit for a trans woman who died in Rikers.
Treating her like a human being would have been cheaper.

President Trump responded to the Floyd incident with an EO requiring that states document what they are doing to reduce police incidents like this if they want to continue to get Federal dollars.
Biden responded with an ad fanning the flames of violence in the hope of getting a few extra votes.

Not even remotely true. Every crime is down dramatically from the 80’s to mid 90’s. Case in point: Total murders were over 2000 during most of the 80’s and first four years of the 90’s. They’ve been below 700 since 2012.
Everything you mention has a large role in the dramatic reduction of crime across the board. As do some environmental factors like the elimination of leaded gasoline and legalized abortion in the early to mid 70s.
We are seeing right now in New York and other major cities what happens when police stop being proactive. Since George Floyd police have pulled back on the street crime units, it was eliminated entirely in NYC, and other preventive measures and the results have been a tremendous increase in shootings, murder, and other crime. For instance in 2019 NYC had 91 shootings in August. This year they had 242. And its all since George Floyd as BLM and the cop haters got what they wanted which is police to stop doing proactive policing. And nearly all the victims are black as well so do Black Lives really matter? Really matter when all they are succeeding in doing is making sure more black lives are lost?
And there is a national standard on police use of force. Its called Graham vs Connor and it was established by the Supreme Court in 1989.
What there isn’t a national standard of is training but if you think defunding the police is going to increase police training your high and delusional. Every officer without exception will adamantly state we need more training. Vastly more training and continuing training. Learning something like hand to hand techniques at the academy is nice but if you don’t receive continuing training on it then its useless. But there is never sufficient manpower to do training. Every dept is short staffed and crime doesn’t take days off so officers can go to training. I’m lucky to get any sort of hands on fighting training once every 2 years and then its only for a few hours against a cooperative opponent who is allowing you to apply the techniques at slow speed. By the time I have to use it for real in the field I no longer recall how to do it properly and the bad guy isn’t letting me put the holds on him like they were in class. Yet the training I get, once every two years or so, is astronomical compared to what many get.
Or maybe the crack epidemic ended fifteen to twenty years ago depending on locals and crime rates dropped like a ■■■■■■■ rock when it did.
Maybe we don’t need crack era policing when things aren’t a fraction as ■■■■■■ up.
