As far as policing goes, this article while dealing with traffic violations specifically makes the case for reducing interaction between police and public by reducing laws and I’d add by reducing the sphere of response for police. Armed Agents of the State Shouldn't Be Enforcing Traffic Laws

Add to that:

1. Ending, or severely curtailing qualified immunity.
2. Independent review boards to investigate charges of abuse. Gotta get around the blue wall.
