If the qualified teacher isn’t actually teaching, the. They are no longer a teacher. They are either unemployed or working in another profession.
Also it does matter why qualified teachers aren’t teaching… if the market needs 100k teachers but only can find 10k willing to do it… that makes a shortage.
If the market needs 100k teachers but find 110k teachers wanting to teach… then they market is over saturated

My wife is a teacher. I’ve met many many teachers over the years. I have never met anyone who claimed to be a teacher simply because they had a certificate.
I know some that have their credentials but chose a different profession. They don’t claim to be teachers either.
