Would many people be able to have said they were “better off” in 1944 when Roosevelt ran for re election? People took into account that he was not primarily responsible for the outbreak of WWII and considered how he did given the circumstances with which he was faced.

Well if President Roosevelt had gotten on the radio after Pearl Harbor and announced he agreed with the Japanese assessment that they had not been involved in the attack, he might not have won in 1944.
Definitely better. Had things not been this strong before the plague, we would be up ■■■■■ creek.
