Since 2016 All 50 states report adjudicated mental health to NICS, New Hampshire was the last.

Yes they do, voluntarily. Some states may have their own “laws” requiring to internally. I’m not looking that up.

Because some people won’t comply without being compelled to. Look at the mask mandate. In States where it was the law, people still didn’t comply, but you think a purely voluntarily system of reporting won’t have gaps because everyone will report? That’s some logic.
