The experts here say they were identified. Why are you continuing a false narrative?
Criminals, persons of interest, witnesses, etc are often away from the scene of a crime. The perps are gonna run. You think there is some yellow line x meters from the federal property that they cant cross? That is your narrative and supported by no one. Was Timothy McVeigh picked up on the front steps of the building he bombed? No.
Uniforms are often used to identify enemies. But… more to the point… you have no idea what criteria they used. They don’t have to tell you either. They might have his voice recorded, an IR image of his face, or they may have followed him, or maybe he is bugged with a locator. You have no idea but you post as though you know something.
