Could be competing interests within states (as it was with Keystone XL which crossed through several states and therefore by definition was interstate commerce and therefore under the purview of the federal government.
Lots of people and groups who lived in the states through which the pipeline passed had competing interests.
I suppose you could say it comes under the federal government because of the Interstate Commerce Clause. But since it is an international project, the decision rests with the feds through the state department. That is why it was Kerry who first nixed it as Secretary of State back in 2015.
And that is also why Trump & Biden can have duelling EO’s without a say from Congress
