Please note the words “also” and “too” in the sentence which you have clipped:

In this instance, the word “too” could be read as “as well”. The words “also” and “too” indicate that this final thought in the paragraph is in addition to an earlier thought. In this case, the earlier thought is:
as soon as Obama leaves, cons blow up the deficit.
Taken in full, the clear thought of the post in question is that conservatives increased the deficit when Obama left. However the post to which ImRightYoureWrong responded was placing responsibility for deficit reduction with the Republican held congress and that the President had nothing to do with it. ImRightYoureWrong is indicating that if the congress gets credit for deficit reduction, then they should also take responsibility for the debt increase.
