You can’t be prepared for everything. CDC started working with local hospitals in the same week that this was determined to be more than a local Wuhan problem. They were taking inventory of medical equipment. As fare as the worst case scenario, Cuomo stated that no one died for lack of equipment.
Masks…the shortage was of those specialized masks. Those still aren’t used or available to the general public. They had nothing to do with cloth face coverings being used now.
