Myself, I think it should be the other way around, if itâs intel that isnât secret. Some people let facts and data guide their decision making, some think you can just will that reality into existence. I will await the concurrence of Mr. Wolf on that subject. No, that would not be a legitimate basis for making an intelligence interpretation (whatever that is), any more than doing it to make the President look bad would be a good reason for making a determination in the first place.
