Personally I think that promiscuous behavior in general should be treated like we treat smoking. It is legal but strongly discouraged as a health issue.
Second-hand smoking is an issue, and so are second-hand STDs.

Bottom line is, marriage isn’t a right, period. States have the say. If you want something different in the tax code or inheritance laws, have at it.
