As the article indicates, Trump’s attempt at intellectual protectionism backfired spectacularly. As indeed do all varieties of protectionism, regardless of the party of the individual who created or attempted them.

Much of this loss is of ethnic Chinese scientists, who, in fear of being persecuted as Chinese collaborators, simply return to China.

Quoting from the linked article:

U.S. Attorney Andrew E. Lelling has even admitted that the initiative that he helped lead “created a climate of fear among researchers” and now says, “You don’t want people to be scared of collaboration.”

I support the recommendations made in the article. Drop this misguided policy and make immigration from China easier.

The article is an assertion. It really proves nothing. Are they saying Chinese scientists are going home because they fear being caught illegally sending intellectual property to China?
Who went back? Why did they go back? Did we gain or loose?
Couldn’t tell a thing.

Personally I blame the USA for not producing enough home grown scientists! How ■■■■■■■ pathetic that we ostensibly need to import scientists from China! I bet we don’t need to import lawyers, journalists, or drug dealers from other countries.
