The article summarizes it. He’s loyal to the deep state.
Well there are people who think Karl Marx and Nikita Khruschev and Abby Hoffman and Jane Fonda were right. (Capitalism sucks. America is secretly controlled by a deep state of evil corporations. The US should stop opposing our external opponents. (They learned their worldview from Oliver Stone and Michael Moore.)
And there are people who think Dwight Eisenhower and Ronald Reagan and Adam Smith and the Founders were right.
Today the latter group is called neo-cons.
I agree with George Washington’s “peace, commerce with all nations but entangling alliances with none” quote. Neocons that I am referring to are the former leftists who became war hawks for globalism.

Yeah the US had been allied with the French aristocracy. → Good thing we didn’t entangle with them.
We were kind of sympathetic to the French revoluionaries but they wanted to ban theUS from International trade and so the (post-revolution) French were attacking US ships. → Good thing we didn’t entable with them either.
Washington’s statment was not “Don’t ever do anything outside our borders. Just bend over and let the the ther guys win everything.” Quite the opposite it was about preserving the US ability to trade with other nations.

How would that diffentiate from the following hypothetical statement
"Marx and Kruschev and Abbie Hoffman and Jane Fonda and Oliver Stone were right. America is controlled by the defense industry big pharma etc.
“We were wrong to fight the Korean War, and the Vietnam war. Eisenhower was wrong in Cuba, Eisenhower was wrong in Iran, wrong in Congo, wrong in Guatemale etc. etc. That was just the US serving our corporate masters. Eisnehower was wrong. We should have become beta males, bent over and let Mao and Castro and Kruschev do whatever they want anytime anyplace for any reason. Yargh Corporations and capitalism are evil.”
He could have offered them a nice ambassador position.

How do you go from Ambassador to the Un and SoS to an ambassador position? That would be like an insult to your service. Best thing to have done is say nothing, but we all know with trump that means stapling his lips shut
IMO, Trump is depriving himself of two great talents
He must have his reasons. 
I am sure many things are held from the general public.
Many people don’t like his personality, maybe he doesn’t like those two.

I always did like Pompeo. Maybe saying nothing would have been better. Haley is talented. Lets see what happens. Talent always rises.
She was the only candidate from either party who discussed reining in spending.

These revelations do not address:
- Haley and Pompeo maybe were asked but respectfully declined?
- Both Haley and Pompeo perhaps will act as “advisors at large”?
