Using cars for the intended purpose, only kills some by accident.
The main intended use of firearms is to kill or injure a living being.

There would still be mass shootings, and deaths caused by firearms, even if those actions I suggest were implemented. However, simple logic says here would be far less.

And everyone who wants a firearm for protection or sport, would still be able to to do those things.
