You can still be punished if you stole less than $950 worth of goods. Fines and/or jail time.

Again, can and will be, are two different things. If the DA won’t prosecute people who pilfer under $950, there is no punishment.

The DA has prosecuted people for shoplifting goods less than $950 in value.
