The purpose was very specifically stated in the report to disperse inner city African American communities across the white majority suburbs to avoid African American residents from achieving majority status in the cities by 1985. Avoiding African American majorities developing in the inner cities was the driving force of the recommendation. Between the date of this report and the 90s there were plenty of instances where poor inner city African American cities were targeted for urban renewal, which would have scattered the neighborhoods. There were plenty of interviews with long time residents and community leaders arguing against the action because it would break up their communities.

And why would one wish to avoid an African American majority from developing in the cities? Because a majority could determine who controlled city government.

Broad brush accusations and broad brush defensiveness are misleading and ineffective. The members of inner city black communities in the US are the victims of major crime, including murder, at dramatically higher rates than any other sub-group in our country. And the overwhelming majority of these crimes is perpetrated by a male member of the same inner city black community. And this isn’t happening in just one city’s community, it is happening in the inner city black community of every major urban center across the country. It isn’t happening at disparate levels in rural black communities, it isn’t happening to black members of racially diverse communities at disparate levels and it isn’t happening to the members of any other racial group at anything near these disparate levels. Until it is acknowledged that the problem is centered in these specific communities, driven by a sub group of the males in these communities victimizing the rest of the community, especially among criminal street gang members, no long term solution will be possible.

One can be a voice shinning a light on the problem, or one can walk around with a chip on their shoulder looking to be offended by the truth.

You got that…from this? Quote the report, that says these things vs your interpretation.

A lot of words that seem to be based on the assumption that black people don’t care about inner city crime. This screams of something that someone would assume without ever stepping foot in those communities.

I would adjust that a bit. They are killing each other because the black gangs they are in are different gangs than the black gangs others are in. Gang on gang violence is “a” cause. Seemingly only black members for certain gangs as a correlation, AND because of a shared hoodlum subculture “a” cause too. There are others but these are some big ones.

These seem to feed on each other in a circular fashion rather than simple cause and affect of A therefore B.
