The purpose was very specifically stated in the report to disperse inner city African American communities across the white majority suburbs to avoid African American residents from achieving majority status in the cities by 1985. Avoiding African American majorities developing in the inner cities was the driving force of the recommendation. Between the date of this report and the 90s there were plenty of instances where poor inner city African American cities were targeted for urban renewal, which would have scattered the neighborhoods. There were plenty of interviews with long time residents and community leaders arguing against the action because it would break up their communities.
And why would one wish to avoid an African American majority from developing in the cities? Because a majority could determine who controlled city government.

I would adjust that a bit. They are killing each other because the black gangs they are in are different gangs than the black gangs others are in. Gang on gang violence is “a” cause. Seemingly only black members for certain gangs as a correlation, AND because of a shared hoodlum subculture “a” cause too. There are others but these are some big ones.
These seem to feed on each other in a circular fashion rather than simple cause and affect of A therefore B.
